The Regulatory Division complements and supports the National Agriculture Regulatory Programs which aims to ensure the quality of Philippine agricultural products to be within the domestic and international standards relative to client and consumer acceptability and health and safety through registration, licensing and accreditation and issuance of certifications, permits, licenses and the like, including monitoring and surveillance activities.
Regulations are important for an effective marketplace considering its functions in value adding and specialized products (i.e. GAP/GAHP) and establishing and maintaining market access and creating a climate conducive to trade and investment. In the exercise of regulatory roles, a range of instruments is invoked that include formal rules (legislations), as well as less formal instruments (code of standards), and further amplified through information, education, and communication (IEC) campaigns.
The Regulatory Division plays pivotal roles in the implementation of the Food Safety Act of 2013 (RA 10611), as the responsible entity for monitoring and surveillance of facilities and products within the primary production and post-harvest stages of food supply chain. Thereby, the Division is an essential unit in protecting human, animal, and plant health as well as environment and wildlife, and promoting human safety through access to safe food of plant and animal origin.

RELEASE OF APPROVED Registration Certificate/Accreditation/Permit/ Licenses to Operate
Permits and Licensing Section which is composed of enforcement and implementation of R.A. 1556 (Feed Control Law), R.A. 3720 (Veterinary Drugs & Biological Laws), DA Administrative Order No. 3 (Livestock & Poultry Handlers/Transport Carriers Regulations), R.A. 8485 (Animal Welfare Act), and RA 10611 (Food Safety Act). This Division also facilitates the process and issuance of licenses, permits, registration, accreditation and certification of farms, plant, animal and transport facilities, and feed establishments in conformity to published guidelines and standards of the government. These include Animal Welfare Registration, License to Operate of Animal Feeds, VDAP establishments and Livestock and Poultry Handlers, Plant Nursery Accreditation, Plant Materials and Seed Production Certification, AWA Registration and GAP, GAHP and Organic Farm Certification.
